This opportunity is eligible for relocation costs reimbursement. Under current bargaining contract, this role will be eligible for up to $5,000 a year in Student Loan Reimbursement after 18 months of service.

This position is being posted at two classification levels. Final classification will be determined based on experience and education of the successful candidate.

Job Duties:

A Rates Analyst 3 advises the Commission on complex economic, regulatory, and energy policy issues to ensure that utility resource mixes provide reliable and affordable service that are consistent with state goals. The incumbent would be expected to develop, analyze, and interpret, orally and in writing, written records in dockets before the Commission on such topics as: integrated resource plans, resource acquisition processes, power purchase agreements, and other resource-related issues. The incumbent would also be responsible for conducting research and preparing written or oral reports on other regulatory and policy issues before the Commission.

A Rates Analyst 4 performs the job duties of a Rates Analyst 3 with the following additional responsibilities: coordinate and provide technical direction to other staff and lead on more complex regulatory and policy issues before the Commission. The incumbent may also lead or participate in workgroups, regional/national forums, and legislative issues.

Minimum Qualifications

Public Utilities Rates Analyst 3 Minimum Qualifications:

Three (3) years’ work experience with an organization concerned with energy issues.

AND

  • Knowledge or experience with basic economic, financial, utility regulatory, and other business principles.

  • Experience writing formal reports for external distribution.

  • Knowledge or experience with Microsoft Outlook, Word, and Excel.

  • Experience working directly with utility resource modeling software, or leading teams working on utility resource planning or acquisition issues.

OR

Public Utilities Rates Analyst 4 Minimum Qualifications:

Five (5) years’ work experience with an organization concerned with energy issues.

AND

  • Knowledge or experience with basic economic, financial, utility regulatory, and other business principles.

  • Experience writing formal reports for external distribution.

  • Knowledge or experience with Microsoft Outlook, Word, and Excel.

  • Experience working directly with utility resource modeling software, or leading teams working on utility resource planning or acquisition issues.

  • Experience coordinating and/or providing technical direction to other staff which may include workgroups, regional/national forums, and/or legislative issues.

A degree in in accounting, economics, business, finance, energy, law, public policy, statistics, electrical engineering, or related field may substitute for professional experience, as follows:

Doctorate degree = 2 years of experience

Master's degree = 18 months of experience

Bachelor's degree = 12 months of experience

Associate’s degree = 6 months of experience

Minimum Qualifications assessed at interview:

  • Ability to conduct research, investigations, and perform complex analyses of regulatory and policy issues.

  • Ability to manage workload and multiple projects at one time.

  • Ability to perform and present data analysis to a wide range of audiences.

  • Demonstrated skills at presenting various arguments and analyses in a clear and objective manner.

  • Demonstrated understanding of utility resource modeling software and principles.

Preferred Qualifications

  • Advanced experience in utility resource modeling software and principles.

  • Demonstrated understanding of state, regional, and federal policies relevant to utility resource issues.

  • Demonstrated understanding of the electric utility industry.

  • Demonstrated understanding of utility economic, financial, ratemaking, energy forecasting, and other regulatory concepts and practices.

  • Ability to perform and present data analysis.

  • Experience working with people of diverse backgrounds and marginalized communities.

  • Ability to conduct research, investigations and to perform complex analyses of regulatory and policy issues.

  • Ability to manage workload and multiple projects at one time.
